Position Summary:

CRS is seeking a Program Quality Technical Advisor III to provide high-level technical and management support to the Eastern Africa Regional Office (EARO) and Country Program (CP) teams. This role is vital in ensuring the delivery of high-quality programming aligned with CRS principles, donor guidelines, and best practices.

Key Responsibilities:

  1. Strategic Support and Design:

    • Contribute to the development and implementation of the EARO regional strategy and operational tools.
    • Provide technical assistance for strategic planning, ensuring alignment with CRS’s quality standards and donor requirements.
  2. Quality Assurance Systems:

    • Design and implement quality assurance systems across programs.
    • Ensure integration of gender, climate considerations, and other cross-cutting issues into program design and delivery.
  3. Proposal Development:

    • Lead the technical design of large or complex proposals.
    • Advise on integrating donor strategies and requirements into project proposals.
    • Support pre-positioning efforts to enhance CRS’s growth opportunities.
  4. Capacity Building:

    • Coordinate regional capacity strengthening initiatives for staff and partners.
    • Develop and deliver training, workshops, and mentoring to enhance skills and knowledge.
  5. Knowledge Management and Learning:

    • Oversee research studies, document program impacts, and share best practices.
    • Facilitate learning events and produce internal/external learning materials.
  6. Program Quality Management:

    • Provide surge support for program start-ups, close-outs, and key project milestones.
    • Ensure adherence to CRS’s program quality standards during critical phases of project implementation.

Qualifications:

  • Education: Master’s Degree in International Relations or a related field.
  • Experience: Minimum of five years in an advisory or management role with an international NGO, including technical assistance and proposal development.
  • Skills:
    • Strong analytical, problem-solving, and strategic thinking skills.
    • Proficiency in MS Office (Excel, Word, PowerPoint) and web conferencing applications.
    • Experience in program monitoring and evaluation.
    • Excellent communication, presentation, and facilitation skills.
    • Proficiency in English; Arabic is desirable.

Travel: Willing and able to travel up to 35%.
