About the Project:
The USAID Heshimu Bahari Project is a five-year initiative dedicated to enhancing the ecological resilience and productivity of Tanzania’s high marine biodiversity areas. With a focus on sustainable marine management and wild-caught fisheries, Heshimu Bahari is committed to creating a robust framework for Marine Management Areas (MMAs) and fishery co-management. The project aims to integrate science-driven approaches, foster community and private sector involvement, and ensure climate resilience while supporting biodiversity conservation.
Role Overview:
Chemonics International is seeking a highly skilled MEL Manager to oversee and enhance the monitoring, evaluation, and learning aspects of the Heshimu Bahari Project. As the MEL Manager, you will play a pivotal role in ensuring that the project’s data collection, reporting, and learning activities are executed with precision and efficacy. This role is essential for driving the project's success and achieving its strategic goals.
Key Responsibilities:
- Implement MEL Plan: Oversee the execution of the project’s MEL plan, ensuring all monitoring, evaluation, and learning activities are conducted effectively.
- Data Oversight: Provide quality control for data collection and reporting processes, ensuring accurate and timely data is available for analysis.
- Apply CLA Principles: Utilize Collaborating, Learning, and Adapting (CLA) principles to foster an adaptive management approach, working closely with technical staff to promote continuous learning and adjustments.
- Capacity Building: Enhance the MEL and CLA capacities of consortium partners, grantees, and other stakeholders through targeted training and knowledge transfer initiatives.
- Tool Development: Collaborate with technical and operational teams to develop and manage tools for data collection, storage, and analysis.
- Data Analysis: Review collected data, ensure adherence to MEL procedures, and generate comprehensive reports and data visualizations.
- Indicator Reporting: Manage Heshimu Bahari’s indicator reporting requirements, contributing to evidence-based lessons learned, success stories, and communication materials.

- Expertise in MEL: Proven experience in monitoring, evaluation, and learning, with a strong understanding of MEL methodologies and tools.
- Analytical Skills: Ability to analyze complex data and provide actionable insights to inform project decisions and strategies.

- Training Abilities: Experience in capacity building and training to enhance MEL and CLA practices among partners and stakeholders.
