Istituto Oikos Onlus, an international NGO, is looking for an experienced Project Manager to lead the Pemba Urban Resilience through Ecosystem-based approaches (PURE) project in Wete, Pemba Island, Tanzania. Project Overview The PURE project, funded by the European Union and implemented by Istituto Oikos since September 2023, aims to enhance urban resilience in North Pemba by improving access to essential public services like water, sanitation, and waste management. This project targets the urban areas of Wete and Micheweni districts, focusing on improving living conditions for the region’s 59,000 residents.

Key Responsibilities As the Project Manager, your duties will include:

  • Leading the project implementation, ensuring compliance with European Union and Istituto Oikos procedures.
  • Managing the project budget, applying adaptive management strategies to meet project goals.
  • Supervising a diverse project team and ensuring regular planning, monitoring, and evaluation.
  • Coordinating with local authorities, project partners, and stakeholders, including donor communication and reporting.
  • Overseeing the construction of sanitation infrastructure and leading community awareness campaigns.
  • Monitoring & Evaluation, ensuring data-driven decisions aligned with the project’s objectives.
  • Supporting institutional relations, including compliance with Tanzanian regulations.
  • Preparing reports (monthly, bi-annual, and annual) and ensuring adherence to procurement procedures.

Desired Qualifications and Skills

  • Advanced University Degree (Master’s) in Civil Engineering, Architecture, or related field. A Bachelor's degree with 10 years of relevant experience can substitute.
  • At least 8 years of experience managing international projects, including budgets of over 1.5 million Euros.
  • Knowledge of EU policies, procedures, and grant management.
  • Proven ability to handle competing demands and work under pressure with minimal supervision.
  • Excellent English communication skills; Kiswahili is an asset.
  • Strong proficiency in MS Office and internet-based applications.
  • Experience in water, sanitation, and waste management projects is an advantage.

Salary & Benefits

  • Remuneration: €3,400 – €3,800 per month
  • Contract Type: Full-time, 1-year renewable contract
  • Location: Wete, Pemba Island, Zanzibar Archipelago, Tanzania
