Position Overview:
UNICEF is seeking a highly skilled International Consultant to help strengthen Zanzibar's Health Human Resources (HRH) ecosystem. This consultancy offers a unique opportunity to contribute to a transformative health initiative as part of the Zanzibar Development Plan (ZADEP) and Health Sector Strategic Plan IV (HSSPIV).
Scope of Work:
You will play a key role in the development and finalization of essential HRH strategic documents, including staffing norms and costing, an HRH Strategy, and a comprehensive HRH Toolkit. Your work will support Zanzibar’s goal of achieving universal health coverage and enhance the capacity of the health workforce to meet the increasing demands of the health sector.
Key Objectives:
Optimize Staffing Distribution:
  • Develop benchmarks for optimal staff distribution to deliver quality health services in Zanzibar.
  • Conduct a gap analysis between current staffing and benchmarks, estimating resources needed to bridge the gap.
Strategic Response:
  • Formulate strategies for the Ministry of Health (MOH) to address the growing demand for HRH.
  • Address workforce management, planning, and capacity issues.
Policy and Management Enhancements:
  • Develop an HRH Strategy and Toolkit to guide workforce management and policy implementation.
Work Assignments and Deliverables:
Staffing Database Review and Benchmarking:
  • Deliverable: Updated MOH staffing database and staffing distribution benchmarks.
  • Deadline: November 15, 2024
Gap Analysis and Resource Estimation:
  • Deliverable: Gap analysis and costing report.
  • Deadline: December 15, 2024
Presentation and Validation:
  • Deliverable: Final consolidated project report and presentation to UNICEF and Zanzibar government.
  • Deadline: December 30, 2024
HRH Strategy and Toolkit:
  • Deliverable: Detailed inception report, comprehensive HRH strategy, and HRH Toolkit.
  • Deadline: May 15, 2025
Training and Dissemination:
  • Deliverable: Training report summary and toolkit dissemination report.
  • Deadline: July 30, 2025
Qualifications:
  • Master’s degree in Public Health, Health Services Management, or a related field.
  • 10+ years of experience in HRH management.
  • Extensive knowledge of HRH policy, planning, and management.
  • Fluency in English; knowledge of Swahili is an asset.
