Key Responsibilities

Purpose:
The HSS Officer will implement day-to-day Health, Safety, and Security functions, ensuring adherence to NRC policies and enhancing safety across all operational areas.

Generic Responsibilities:

  • Comply with NRC’s policies, tools, and guidelines.
  • Support the implementation of HSS initiatives as guided by the Area Manager and Regional HSS staff.
  • Develop and prepare HSS status reports for management.
  • Maintain proper documentation in the Tanzania Filing Tree (HSS Folders).
  • Promote and share ideas to enhance HSS support functions.

Specific Responsibilities:

  • Assist in creating and updating HSS-related documents and templates.
  • Ensure effective implementation of HSS policies, including evacuation plans, audits, and drills.
  • Conduct or support Safety Risk Assessments (SRA) for new operational locations.
  • Carry out MOISS assessments for NRC premises, addressing identified gaps like fire safety and first aid.
  • Deliver HSS awareness sessions for staff as directed by the Area Manager and Regional HSS team.
  • Coordinate with RO staff to provide mandatory security training, including HEIST.
  • Prepare detailed HSS situation reports using standard templates.
  • Conduct assessments on roads and hotels frequently used by NRC, securing approvals for use.
  • Participate in the Crisis Management Team (CMT) and organize training with the support of RO and HO.

Critical Interfaces

The role requires collaboration with:

  • Area Manager and Area Management Team (AMT) members.
  • Country Director – Kenya & Tanzania.
  • Regional Head of HSS and Regional HSS Advisor.

Qualifications

Professional Competencies:

  • Proven experience as a Support Function Officer in humanitarian or recovery contexts.
  • Experience working in volatile and complex environments.
  • Documented achievements in similar roles.
  • Basic proficiency in English.

Context-Specific Skills and Knowledge:

  • Familiarity with the Kigoma region, particularly Kibondo and Kasulu Districts.
  • Strong report-writing skills in English.
  • Proficiency in both English and Kiswahili.

Performance Management

Performance evaluations will be conducted regularly, including:

  • End-of-trial reviews.
  • Periodic and end-term performance assessments based on NRC’s Competency Framework.
