SUMMARY OF THE POSITION

Cowater International seeks a seasoned Project Manager for a Global Affairs Canada (GAC) proposal, supporting the Field Support Services Project (FSSP) in Tanzania. Candidates must be fluent in English and either currently based in Dar es Salaam or prepared to relocate independently.


KEY RESPONSIBILITIES

  • Manage the delivery and quality of all project services.
  • Oversee preparation of key project documents (e.g., annual work plans, budgets, financial reports).
  • Coordinate administrative, financial, and logistics management services to meet schedules and quality benchmarks.
  • Build and maintain relationships with government, civil society, donors, and private sector stakeholders.
  • Supervise procurement processes and locally engaged technical experts.
  • Ensure accurate reporting, invoicing, and quality assurance for all services rendered.
  • Monitor project progress and address issues effectively.
  • Provide regular updates to Global Affairs Canada (GAC) and other stakeholders.
  • Develop work breakdown structures, compliance charts, and other key documentation.
  • Plan and coordinate activities of personnel, stakeholders, and sub-contractors.
  • Identify risks and opportunities, developing proactive problem-solving strategies.
  • Offer technical guidance on DFATD-related issues to Canadian High Commission stakeholders in Tanzania.

QUALIFICATIONS

Education

  • Advanced (post-graduate) degree in relevant fields: Political Science, International Development, Economics, Finance, Project Management, Engineering, or Applied Sciences.

Experience

  • 10+ years managing international development programs, particularly high-value, long-term projects.
  • Managed at least two international development projects, each valued at $2M+ CAD and lasting 3+ years.
  • Proven experience in creating work plans, financial reports, and risk management strategies.
  • Collaboration with international development stakeholders, including governments and donors like GAC, USAID, and FCDO.
  • Demonstrated capability to oversee all project lifecycle stages, from inception to conclusion.
  • Expertise in managing administrative, financial, and logistical services.

Language Proficiency

  • Advanced English proficiency is required.
  • Swahili proficiency is an asset.

EMPLOYMENT CONDITIONS

  • Candidates must have legal authorization to reside and work in Tanzania.
  • Preference for candidates already based in Dar es Salaam.
