Background
The Media Council of Tanzania (MCT) is a self-regulating, independent organization dedicated to safeguarding media freedom, promoting accountability, and upholding professional standards across the United Republic of Tanzania.

As part of implementing its 2023–2027 Programme Strategy, MCT seeks to expand media freedom and enhance its contribution to Tanzania’s democratic and developmental aspirations. In this effort, MCT is seeking competent individuals to fill the following positions:


Vacant Positions

1. Programme Manager (Senior Managerial Position)

Reporting to: Executive Secretary

Overall Responsibility:
The Programme Manager will lead the implementation of MCT’s activities, including advocacy, mediation, arbitration, media monitoring, and the press freedom violation register. This position is key to ensuring MCT’s goals are effectively achieved.

Key Duties:

  • Oversee and ensure the successful implementation of the Council’s programme activities in line with the approved strategy and work plans.
  • Assist the Executive Secretary (ES) with handling complaints against media outlets at the Secretariat level.
  • Build and maintain strategic networks to advance MCT’s mission.
  • Take a lead role in advocacy activities, research, and development initiatives.
  • Develop and implement effective communication strategies.
  • Keep the Code of Ethics for media professionals updated.
  • Supervise, mentor, and support programme officers, staff, volunteers, and interns.
  • Oversee programme budgets, reports, and the production of the annual State of the Media Report.

Qualifications and Experience:

  • Bachelor’s degree in Journalism, Mass Communication, Law, or related social sciences with a minimum of 8 years of experience. A Master’s degree is an added advantage.

Competencies:

  • In-depth knowledge of media self-regulation and freedom of expression.
  • Strong advocacy, managerial, and administrative skills.
  • Proven analytical abilities and excellent communication skills in English and Kiswahili.
  • Ability to lead and work collaboratively.

2. Senior Finance Volunteer

Reporting to: Executive Secretary

Overall Responsibility:
To ensure MCT’s financial management and accounting operations are compliant with internal policies, donor agreements, IFRSs/IPSAs, and statutory regulations.

Key Duties:

  • Provide strategic advice on budgeting and resource allocation.
  • Assist in preparing and reviewing financial reports.
  • Ensure MCT’s compliance with tax regulations and statutory requirements.
  • Oversee donor fund management and reporting.
  • Liaise with auditors to facilitate smooth audits.
  • Develop and monitor financial policies, ensuring proper adherence by staff.

Qualifications and Experience:

  • CPA(T) holder with a degree in Accounting or Finance. A Master’s degree in Business Administration is an added advantage.
  • Minimum of 4 years of senior-level accounting/finance experience.
  • Proven experience in managing donor funds and financial reporting.

Competencies:

  • Proficiency in accounting software and strong analytical skills.
  • Ability to handle multiple priorities while working in a team.
  • Excellent communication skills in English and Kiswahili.

3. Monitoring & Evaluation (M&E) Volunteer

Reporting to: Institutional Sustainability Specialist (ISS)

Overall Responsibility:
To design and oversee Monitoring, Evaluation, and Learning (MEL) frameworks to assess programme progress, outcomes, and impacts while identifying areas for improvement.

Key Duties:

  • Develop and implement MEL frameworks and performance indicators.
  • Track programme activities and outcomes using data analysis.
  • Provide recommendations for programme enhancements and resource allocation.
  • Prepare progress reports and document lessons learned.
  • Support evaluation and capacity-building activities.

Qualifications and Experience:

  • A degree in Business Administration, Economics, or related fields.
  • At least 4 years of experience in M&E design and implementation within development projects.
  • Expertise in statistical data analysis and reporting.

Competencies:

  • Strong organizational skills and ability to manage multiple tasks.
  • Proven capacity-building expertise and excellent communication skills.
  • Ability to work collaboratively with various stakeholders.
