Social Impact (SI), a global leader in development management consulting, is seeking a Local Gender Subject Matter Expert to contribute to the USAID/Tanzania Gender Equality and Women’s Empowerment Hub Institutional Support Contract (ISC). With a mission to enhance development effectiveness through monitoring, evaluation, and strategic planning, SI operates across diverse sectors, including democracy, governance, health, education, economic growth, and the environment.
Background
In alignment with the 2023 USAID Gender Equality and Women’s Empowerment Policy, USAID/Tanzania seeks to conduct detailed gender analyses to inform the 2025-2030 Country Development and Cooperation Strategy (CDCS). These analyses will explore intersectional gender issues across multiple sectors to ensure effective integration of gender equality principles.
To achieve this, USAID/Tanzania will collaborate with the Gender Equality and Women’s Empowerment (GenDev) Hub ISC, engaging experts to develop in-depth analyses for key sectors:
- Health (HIV/AIDS, MCH, FP, malaria, TB, global health security)
- Education
- Economic Growth (Resilience, Food Security, Natural Resource Management, WASH)
- Democracy, Rights, and Governance (DRG)
These sectoral analyses will highlight existing gaps, root causes of inequality, opportunities for inclusion, and risks associated with interventions.
Objectives
The Local Gender Subject Matter Expert will:
- Collaborate on gender analyses to inform USAID’s future programming and CDCS development.
- Support capacity assessments for implementing USAID Gender Policy requirements.
Position Description
Title: Local Gender Subject Matter Expert
Location: Tanzania
Duration: February 2025 – May 2025
Effort: Approximately 27 days
Travel: Includes a two-day trip to Dodoma and local travel in Dar es Salaam
The selected candidate will work closely with the Gender Technical Advisor, USAID stakeholders, and the Tanzania Gender Advisor to:
- Design analysis methodologies.
- Conduct primary and secondary data collection.
- Facilitate validation workshops.
- Produce final reports for sectoral gender analyses.
Responsibilities
Key Tasks:
Planning Meeting:
- Coordinate with USAID to finalize sub-questions, timeline, and methodology.
Desk Review:
- Analyze USAID/Tanzania reports, gender studies, national statistics, and relevant literature.
Primary Data Collection:
- Conduct interviews with key stakeholders, including:
- USAID technical staff and implementing partners.
- Government of Tanzania representatives.
- Donor and NGO groups.

Validation Workshops:
- Facilitate 1.5-2 hour workshops to review preliminary findings and gather feedback.
Final Deliverables:
- Develop concise sectoral gender analysis briefs (6-8 pages each).
- Submit a summary report of accomplishments.
Qualifications
Required:
- Master’s degree with 8+ years of relevant experience or Ph.D. with 3+ years of experience.
- Expertise in gender analysis, particularly in Economic Growth, Food Security, NRM, and WASH.
- Proven ability to communicate effectively and deliver high-quality documents.
- Strong attention to detail and ability to work independently or collaboratively.
- Proficiency in Microsoft Office and Google Suite.
- Compliance with all federal COVID-19 requirements.
Preferred:
- Knowledge of USAID operations and gender policies.
- Experience engaging with government, civil society, or international development organizations.
- Familiarity with the Tanzanian development landscape.
