Role Summary:
HJFMRI Tanzania is seeking a proactive and skilled District Program Lead to oversee the implementation of the PEPFAR HIV Program in Katavi. This role involves managing program operations, providing supportive supervision, developing capacity-building initiatives, and collaborating with local health authorities to enhance the quality of HIV/AIDS services.
Key Responsibilities:
Program Management:
- Oversee day-to-day implementation of the PEPFAR HIV Program in alignment with HJFMRI policies, SOPs, and national health guidelines.
- Develop and execute annual work plans and objectives for the district in collaboration with R/CHMT.
- Ensure effective allocation of resources, timelines, and budgets for program activities.
- Monitor program performance, conduct reviews, and collaborate with the M&E team to ensure accurate data collection and reporting.
Capacity Building:
- Identify clinical and infrastructure needs at facilities and develop strategies to address gaps.
- Conduct regular supportive supervision, mentorship, and technical assistance for facility staff.
- Facilitate the establishment of CQI teams at facilities to address service delivery challenges.
Service Delivery Coordination:
- Support the implementation and monitoring of integrated HIV care services, including HTS, PMTCT, TB/HIV collaboration, PrEP, and VMMC.
- Ensure availability of HIV commodities through collaboration with CHMTs, SCMS, and MSD.
- Liaise with district staff to ensure proper documentation, reporting, and remediation of service gaps.
Quality Improvement:
- Facilitate quality improvement activities to ensure sustainable performance enhancements.
- Collaborate with QI teams to implement and monitor effective interventions.
Reporting and Compliance:
- Ensure adherence to local and USG regulations, including PEPFAR guidelines.
- Provide regular updates to the Regional Program Manager and stakeholders.
Qualifications and Experience:
- Education: Doctor of Medicine (MD); postgraduate training in public health, internal medicine, or infectious diseases preferred.
- Experience: At least five (5) years in HIV/AIDS clinical and prevention programs in Africa, preferably with PEPFAR-funded initiatives or international NGOs.
- Expertise: Strong knowledge of Tanzania’s health policies and administrative structure.
Skills and Competencies:
- Excellent technical writing and presentation skills.
- Proficiency in MS Office applications and ability to manage data-driven decision-making.
- Exceptional interpersonal, analytical, and organizational abilities.
- Proven track record of managing multi-stakeholder collaborations.
- Fluent in both Kiswahili and English.
Work Environment:
- Primarily office-based, with up to 70% travel to health facilities in the district.
