Overview
Médecins du Monde (MdM) is an international humanitarian organization committed to health equity and advocating for improved access to care for vulnerable populations. We are seeking a dedicated Harm Reduction Program Manager to oversee the implementation and management of harm reduction projects, including the CUTTS (Catalyzing the Uptake of Underutilized Tools for Hepatitis C) research initiative and other related programs in Tanzania.
This is an opportunity to lead impactful interventions, collaborate with diverse stakeholders, and contribute to evidence-based strategies addressing the needs of people who use or inject drugs (PWUD/PWID).
Position Objectives
The Harm Reduction Program Manager will:
- Plan and execute harm reduction programs in alignment with MdM’s strategy and guidelines.
- Lead the CUTTS research project, ensuring high-quality implementation and collaboration with study teams, local partners, and key stakeholders.
- Foster partnerships with community-based organizations, NGOs, public health officials, and law enforcement entities to support program goals.
- Monitor program progress, evaluate outcomes, and adapt strategies as needed.
Key Responsibilities
Program Planning and Implementation:
- Translate intervention strategies into actionable activities while ensuring alignment with MdM’s framework.
- Lead program evaluation and implement corrective actions to enhance impact.
- Build and maintain a network of partners and stakeholders to strengthen harm reduction efforts.
CUTTS Research Project Management:
- Collaborate with the Study Coordinator and Principal Investigator (PI) to ensure smooth execution of the CUTTS project.
- Manage community-level activities and coordinate with implementing partners.
- Oversee the development and delivery of training plans for field teams on study protocols.
- Organize and lead regular meetings with the study team and partners to address challenges and share progress updates.
Monitoring, Evaluation, and Reporting:
- Work with the MEAL officer to ensure data collection frameworks (e.g., REDCap) are in place and functional.
- Monitor data quality and analyze indicators to assess program effectiveness.
- Prepare comprehensive reports, including findings and recommendations, to inform decision-making.
- Contribute to program reviews, needs assessments, and impact studies.
Communication and Advocacy:
- Serve as the focal point for program communication and advocacy efforts.
- Organize stakeholder meetings with CSOs, NASCHOP, Regional Medical Officers, and other key actors to update on program progress.
- Support advocacy initiatives promoting harm reduction and public health improvements.
Team Leadership:
- Manage the study team, including outreach workers, peer educators, and study nurses.
- Foster a collaborative and inclusive work environment, providing regular feedback, coaching, and professional development opportunities.
- Conduct regular performance reviews and address team challenges as they arise.
Financial and Logistics Management:
- Monitor program budgets in collaboration with the finance team and provide input for budget planning.
- Coordinate logistics for field missions, including transportation and operational support.
- Ensure efficient communication with the logistics team to address program needs.
Representation and Other Duties:
- Represent MdM in stakeholder meetings, community events, and relevant networks.
- Contribute to the development of project proposals and funding opportunities.
- Act as a stand-in for the Harm Reduction Coordinator during absences to ensure continuity of activities.
Required Skills and Qualifications
Essential Qualifications:
- Bachelor’s degree in Public Health, Medicine, Nursing, or a related field.
- At least 5 years of experience in harm reduction programs, with a focus on PWUD/PWID.
- Proven experience in managing research projects, training development, and stakeholder collaboration.
- Strong knowledge of harm reduction approaches, data monitoring tools, and evaluation frameworks.
- Fluency in English and Swahili (mandatory).
Desirable Qualifications:
- Master’s degree in Public Health or a related discipline.
- Familiarity with hepatitis C interventions and healthcare systems in Tanzania.
- Experience working with key populations and community-based organizations.
Skills:
- Strong program management and organizational skills.
- Excellent communication, advocacy, and negotiation abilities.
- Proficiency in Microsoft Office Suite and data collection tools (e.g., REDCap).
- Team leadership and capacity-building expertise.
Employment Details
- Schedule: Full-time
- Location: Dar es Salaam, with frequent regional travel.
- Probation Period: 3 months
- Work Hours: 8 hours/day
