Overview

Médecins du Monde (MdM) is a humanitarian organization dedicated to providing health care and advocating for equitable access to health services worldwide. We are seeking a Field Harm Reduction Advisor to oversee the technical implementation of harm reduction activities as part of our Rwanda Harm Reduction Project. This role is instrumental in ensuring high-quality intervention strategies, developing comprehensive protocols, and fostering collaboration with partners.

Position Objectives

The Field Harm Reduction Advisor will:

  • Provide technical oversight for the Rwanda Harm Reduction Project.
  • Lead the development of harm reduction guidelines, protocols, and training materials in collaboration with MdM’s technical team and project consultants.
  • Act as the primary point of contact for communication and coordination with the Kigali Mental Health Referral Center (KMHRC).

Key Responsibilities

Program Design and Development:

  • Conduct a landscape analysis and literature review to inform project strategies.
  • Develop a harm reduction and Medication Assisted Treatment (MAT) strategy for KMHRC and Rwanda Biomedical Center (RBC).
  • Design contextualized protocols for comprehensive harm reduction activities, including overdose management, stigma reduction, community mobilization, and client follow-up.

Monitoring and Reporting:

  • Ensure timely implementation of activities as per the work plan.
  • Organize and lead regular program review meetings.
  • Contribute to reports, including SITREPs and donor submissions.
  • Document best practices, findings, and recommendations to guide future program planning.

Communication and Coordination:

  • Serve as the primary liaison between MdM and key partners.
  • Facilitate advocacy efforts and stakeholder engagement.
  • Organize coordination meetings, training sessions, workshops, and consultative events.
  • Coordinate study visits and capacity-building activities for KMHRC representatives.

Financial and Logistics Management:

  • Oversee program budget with support from the finance team.
  • Coordinate logistics for meetings, workshops, and training sessions, ensuring smooth execution of events.

Representation:

  • Represent MdM at stakeholder meetings, coalitions, and community events.
  • Actively engage with key populations and partners to promote harm reduction values and MdM's mission.

Required Skills and Qualifications

Essential Qualifications:

  • Bachelor’s degree in Medicine, Nursing, or allied health sciences.
  • At least 5 years of experience working on harm reduction projects for people who use or inject drugs.
  • Proven expertise in developing guidelines, training materials, and delivering training sessions.
  • Strong ability to engage with diverse stakeholders, including CSOs, Ministries of Health, key population groups, law enforcement, and healthcare providers.
  • Fluency in English (mandatory).
  • Proficiency in Microsoft Office Suite.

Desirable Qualifications:

  • Master’s degree in Public Health is an advantage.
  • Experience working with other key populations is beneficial.
  • Knowledge of French is a plus.

Skills:

  • In-depth understanding of harm reduction approaches and key population challenges.
  • Ability to develop, implement, and adapt operational activities to specific needs and constraints.
  • Strong communication, organizational, and negotiation skills.
  • Capability to work in multidisciplinary teams and manage complex stakeholder relationships.

Employment Details

  • Schedule: Full-time
  • Location: Dar es Salaam with regular regional travel.
  • Probation Period: 3 months
  • Work Hours: 8 hours/day
