Role Overview

CIHEB is seeking an innovative and driven Monitoring, Evaluation, and Learning (MEL) & Data Use Officer to oversee and implement activities that evaluate, improve, and adapt program strategies based on evidence. The officer will play a key role in data analytics for the USAID Usalama wa Afya Duniani project, ensuring the optimization of data quality, promoting data-driven decision-making, and improving outcomes at health facility, district, and regional levels.


Key Responsibilities

Monitoring, Evaluation, and Learning

  • Build the capacity of health facility teams and regional/district health management teams (R/CHMTs) in using HMIS tools for data management and informed decision-making.
  • Lead data collection and reporting activities using monitoring tools to track project indicators as outlined in the M&E framework.
  • Conduct quarterly data review sessions with stakeholders to share insights, identify performance gaps, and promote a culture of evidence-based practices.
  • Prepare monthly, quarterly, and annual performance reports in line with USAID and CIHEB-Tanzania guidelines.
  • Organize workshops, training sessions, and capacity-building activities to enhance monitoring and evaluation at facility, district, and regional levels.
  • Document and disseminate lessons learned, as well as best practices, to foster continuous improvement.

Data Demand and Use

  • Develop and maintain automated reporting systems, dashboards, and performance metrics for the project.
  • Utilize advanced data analysis techniques to uncover trends, patterns, and gaps to guide strategic decision-making.
  • Implement data quality assurance measures and controls to ensure high standards of analytics.
  • Strengthen data visualization practices across all levels to enhance program performance and decision-making.
  • Collaborate with cross-functional teams to address specific program challenges through tailored data analytics solutions.
  • Continuously monitor the quality and timeliness of data for key project indicators.

Qualifications and Experience Required

  • Education: Bachelor’s degree in monitoring and evaluation, health informatics, computer science, IT, social sciences, or a related field.
  • Experience:
    • At least 5 years in monitoring, evaluation, analytics, and data visualization, preferably in health-related projects.
    • Familiarity with designing and implementing M&E frameworks and using HMIS tools.
  • Technical Skills:
    • Proficiency in data analysis tools (e.g., SPSS, STATA) and data visualization platforms (e.g., Power BI, Excel, QGIS).
    • Experience with monitoring tools like DHIS2 and other health information systems.
    • Strong project management skills and an ability to handle multiple tasks.
    • Excellent written and verbal communication in English.
