Program Overview: GIRL-H
The Girls Improving Resilience through Livelihoods and Health (GIRL-H) program is a five-year, multi-country initiative operating in Uganda, South Sudan, Nigeria, and now Tanzania. In Tanzania, this one-year pilot program is designed to enhance the well-being of adolescent girls, boys, and young people with diverse identities by increasing access to knowledge, healthcare, formal education, and economic opportunities.
By working closely with communities, GIRL-H fosters an enabling environment that challenges harmful social norms and creates sustainable opportunities. A key component of the program is its robust research and learning agenda, ensuring that Mercy Corps continues to influence policy and program development through data-driven insights.
Position Summary
The MEAL Officer will play a crucial role in supporting the GIRL-H program’s monitoring, evaluation, learning, and accountability efforts. Reporting to the GIRL-H MEAL Specialist, this position ensures effective tracking of program implementation and impact through high-quality data collection, analysis, and reporting.
The MEAL Officer will work closely with local implementing partners in the Kigoma region, providing technical oversight and ensuring program activities align with Mercy Corps’ best practices and accountability standards. This position will also contribute to adaptive learning processes that drive continuous program improvement.
Key Responsibilities
Monitoring, Evaluation, and Accountability
Develop and implement monitoring, evaluation, and learning (MEL) tools and frameworks.
Maintain up-to-date program databases and ensure accurate tracking of program outputs, including Sex and Age Disaggregated Data (SADD).
Conduct regular field visits for data collection, validation, and quality assurance.
Analyze program data to assess impact and inform decision-making.
Ensure integration of digital data collection systems (e.g., CommCare, Power BI) for efficiency and real-time monitoring.
Lead the documentation of best practices, lessons learned, and success stories.
Work closely with local implementing partners to strengthen their MEAL capacities and ensure adherence to Mercy Corps’ standards.
Data Analysis and Reporting
Assist the program team in data analysis and indicator tracking.
Generate timely data reports, incorporating visualizations and narratives to enhance understanding.
Ensure all reports meet Mercy Corps’ internal and external reporting requirements.
Collaborate with teams to ensure program databases complement and align with each other.
Capacity Building
Train program staff and partners in MEAL methodologies and best practices.
Support local implementing partners in improving their data collection, reporting, and program monitoring skills.
Facilitate reflection and learning sessions to enhance program effectiveness.
Accountability to Program Participants
Ensure Mercy Corps’ Community Feedback and Accountability Mechanism (CFAM) is effectively implemented.
Promote gender-sensitive and inclusive programming, ensuring adherence to Do No Harm principles.
Influence and Representation
Support coordination efforts with NGOs, government agencies, and other stakeholders.
Participate in program learning visits, donor engagements, and external meetings as needed.
Qualifications & Experience
Bachelor’s degree in Social Science, Statistics, Business Administration, or a related field.
4-5 years of experience in program monitoring, evaluation, and learning.
Proficiency in MEAL concepts, including project cycle management and results frameworks.
Experience in designing and implementing surveys, as well as using probability and purposive sampling techniques.
Strong analytical skills and experience in quantitative/qualitative data collection.
Knowledge of data management software such as MS Excel, MS Access, SPSS, or STATA.
Experience with CommCare and Power BI is a plus.
Fluency in English and Swahili (spoken and written).
