Founded in 1956, the Danish Refugee Council (DRC) is a humanitarian, non-profit organization that provides direct assistance to refugees, internally displaced people (IDPs), and host communities across more than 40 countries. DRC has been actively engaged in Tanzania since 2015, assisting refugees, asylum seekers, and host communities in the Kigoma Region. As part of its ongoing work, DRC focuses on sectors like protection, shelter, economic recovery, and camp management.
Position Overview:
The Legal Team Leader will oversee the legal support provided to persons of concern (PWs), refugees, and asylum seekers in the Nyarugusu and Kasulu Districts. This role entails managing the legal aid team, coordinating legal helpdesks, mobile courts, and juvenile courts, and ensuring the delivery of international protection standards. The successful candidate will supervise and mentor the legal staff, ensuring the efficient implementation of humanitarian legal activities and safeguarding the human rights of refugees.
Key Responsibilities:

Technical Support & Supervision:
- Lead the implementation of key legal processes, including litigation, negotiations, and settlements.
- Mentor and guide legal staff, ensuring that they perform their duties efficiently.
- Promote international protection for refugees, particularly in areas of GBV and child protection.
- Support legal officers and assistants in their daily responsibilities, fostering professional development.
- Ensure proper documentation and management of legal files and case data, while maintaining confidentiality.

Grants Management:
- Oversee the successful implementation of legal activities, ensuring compliance with timely spending plans and budget management.
- Collaborate with the Protection Manager to track expenditures and monitor partners’ activities.

Staff Management:
- Lead the legal team, providing support and ensuring HR procedures are followed (e.g., performance reviews, disciplinary actions).
- Play an active role in the recruitment process for new legal staff, including conducting interviews and orientation sessions.
- Ensure adherence to DRC policies and Code of Conduct by all legal staff.

Monitoring & Reporting:
- Submit weekly/monthly reports on legal activities to the Protection Manager.
- Collaborate with the MEAL team to ensure timely and confidential reporting.
- Maintain regular communication with all stakeholders to ensure adherence to legal standards and international protection.

Coordination & Representation:
- Represent DRC in field coordination meetings.
- Work with government authorities, NGOs, and community groups to ensure legal compliance and protection for PWs.
- Raise awareness on issues like child labor, trafficking, and other legal violations.
Qualifications & Experience:
- Education:
- Bachelor's degree in Law from a recognized university.
- Postgraduate diploma in legal practices (Advocate).
- Master's degree in Law is an added advantage.
- Experience:
- Minimum 3 years of experience in a legal role, preferably within a humanitarian context.
- Experience in managing legal teams and working with refugees is highly preferred.
- Skills:
- Strong knowledge of International Law, Human Rights Law, and Refugee Law.
- Proficient in data processing using tools like Microsoft Excel and Power BI.
- Proven leadership and team management skills, with the ability to work under pressure.
- Fluency in English and Swahili (knowledge of Kirundi is a plus).
- Excellent writing, reporting, and analytical skills.

- Excellent communication skills, both written and verbal, with a focus on representation and liaison.
