UNICEF, renowned for its unwavering commitment to improving the lives of children worldwide, is offering an exciting consultancy opportunity in Tanzania. As a National Consultant providing Technical Assistance for the implementation of the Revised National Continuing Professional Development (CPD) Framework, this role represents a pivotal chance to contribute to the country’s healthcare system. The assignment spans 8 months and focuses on operationalizing the updated CPD framework to enhance the professional development of healthcare workers (HCWs) across Tanzania.
Why CPD is Critical for Healthcare in Tanzania
The CPD framework is a strategic tool that helps Tanzania meet both national and global health goals. It ensures healthcare professionals maintain and upgrade their skills throughout their careers. First developed in 2011, the framework was revised in 2024 to reflect evolving healthcare demands and to strengthen the delivery of quality health services in the country.
This consultancy aims to bring the new framework into action, helping regulatory bodies, professional associations, and healthcare facilities institutionalize its guidelines and practices.
Key Responsibilities of the Consultant
The consultant will work closely with the Ministry of Health’s Directorate of Human Resources (DHR), collaborating with various stakeholders, including regulatory councils, development partners, and healthcare providers, to ensure the seamless rollout of the revised CPD framework. Some of the essential tasks include:
Disseminating the CPD Framework:
- Engage with healthcare zones across Tanzania to promote the updated framework.
- Work with professional bodies to integrate the CPD guidelines and enhance adoption among healthcare professionals.
Aligning Regulatory Guidelines:
- Collaborate with regulatory councils like the Medical Council of Tanganyika (MCT) and the Tanzania Nursing and Midwifery Council (TNMC) to align their guidelines with the revised framework.
Operationalizing the CPD Cross Programmatic Committee:
- Support the establishment and functioning of this committee to define and approve mandatory learning courses for healthcare workers.
Accreditation of Key CPD Modules:
- Work on validating essential CPD modules such as leadership, respectful care, and emergency critical care, ensuring they are ready for rollout across the health system.
Documenting the Process:
- Develop a manuscript detailing the entire revision process, to be submitted for publication. This will provide valuable insights into how the framework revision was carried out and its broader implications for healthcare in Tanzania.
Qualifications and Experience Required
To be eligible for this role, applicants should have:
- An advanced degree (Master’s or MMed) in public health, health management, human resource management, or a related field.
- 8-10 years of experience in healthcare education and professional development, with specific expertise in Continuing Professional Development (CPD).
- In-depth knowledge of adult learning principles, along with strong facilitation and presentation skills.
- Fluency in English, with proficiency in Swahili being an asset.
Impact of This Consultancy
By operationalizing the revised CPD framework, the consultant will play a crucial role in strengthening Tanzania’s healthcare workforce. This project will ensure that healthcare workers across the country remain updated on the latest medical knowledge, improving the overall quality of care provided. Through the accreditation of cross-cutting CPD modules, the consultancy will address critical gaps in leadership, communication, and emergency response, further building the country’s capacity to meet health challenges.
