Jhpiego, a global leader in healthcare, is hiring a Cluster Project Officer (CPO) to support its Reaching Impact, Saturation, and Epidemic Control (RISE) Project in Tanzania. The position is part of a one-year project funded by PEPFAR and USAID to expand Voluntary Medical Male Circumcision (VMMC) services across Iringa, Morogoro, Njombe, Singida, and Tabora regions, in collaboration with the Ministry of Health (MOH) and local government entities.

Position Summary

As the CPO, you will manage and support the implementation of VMMC-related activities at the council level. You will work closely with Council Health Management Teams (CHMTs) and Ward Development Committees (WDCs) to build and maintain strong relationships with local authorities and communities, ensuring the successful execution of project goals. The CPO will also coordinate with healthcare providers, volunteers, and other stakeholders to improve VMMC service uptake and sustainability.

This role reports to the Senior Regional Coordinator and is based in Sikonge, Tabora, overseeing 2-3 councils.

Key Responsibilities

  • Establish and maintain strategic partnerships with CHMTs, WDCs, and other local stakeholders to foster community and government engagement in VMMC activities.
  • Collaborate with local leaders, community health workers, and other organizations to support the delivery of quality VMMC services.
  • Identify local barriers and develop strategies to enhance VMMC acceptance and integration.
  • Conduct regular field visits for supervision and monitoring of service delivery and ensure accurate data collection for decision-making.
  • Facilitate resource allocation to ensure uninterrupted service delivery and continuous quality improvement.
  • Contribute to monthly reports and share project updates with councils and community leaders to promote VMMC sustainability.
  • Coordinate day-to-day communications with local government and update the Senior Regional Coordinator on progress.

Required Qualifications

  • Bachelor’s degree in public administration, community development, health systems management, or related field, or at least 6 years of experience in local government and community engagement.
  • 5 years of experience managing projects at the council level, preferably in the health sector.
  • 3 years of experience in donor-funded health programs (experience with USAID/PEPFAR preferred).
  • Proven experience working with CHMTs, WDCs, and other local government structures.
  • Strong interpersonal and communication skills in both Kiswahili and English.
  • Ability to travel up to 50% of the time and operate a motorcycle (or obtain a riding license within three months of employment).
  • Competency in MS Office (Word, Excel, PowerPoint) and experience working in rural settings.
