Department: Mines to Markets (M2M)
Pact’s Mines to Markets (M2M) Signature Initiative empowers mineral-dependent communities by promoting the sustainable use of natural resources. Through an integrated approach, the program connects mining activities to livelihoods, governance, health, environmental conservation, and institutional strengthening at all levels. Position Overview
Pact is recruiting a skilled Monitoring, Evaluation, Research, and Learning (MERL) Officer to join the Watoto ni Hazina (Children are Treasure) Project. Funded by the U.S. Department of Labor’s Bureau of International Labor Affairs, this initiative aims to enhance the capacity of government and civil society to combat child labor and promote acceptable working conditions in gold mining communities in Tanzania’s Geita region.

Key Responsibilities
The selected candidate will:

  • Develop and implement M&E systems to monitor and improve the effectiveness of the project.
  • Oversee the design, implementation, and operation of M&E processes throughout the project lifecycle.
  • Plan and manage research activities, including performance evaluations, labor force surveys, baseline assessments, and gender/diversity studies.
  • Develop and manage monitoring variables such as gender and age in participant data systems.
  • Lead indicator development, target setting, performance monitoring, and database management.
  • Design data collection tools and oversee data entry, cleaning, analysis, and reporting.
  • Provide training and guidance to M&E team members, field officers, and local partner organizations.
  • Coordinate with the U.S. Department of Labor as required by the Project Director, with potential travel to Washington, DC.

Basic Qualifications

  • A Bachelor’s or Master’s degree in statistics, demographics, public policy, economics, international development, or a related field (a Master’s or advanced certificate in M&E preferred).
  • At least five years of experience in a senior M&E role for international development projects.
  • A minimum of four years in management roles.
  • Proven ability to engage with diverse and vulnerable populations with humility and respect.
  • Experience in child protection or forced labor issues is highly desirable and should be highlighted in the application.
  • No prior expertise in mining is required for this role, although the project is centered within ASM communities.

Salary
Compensation will align with local office salary structures and will be based on the candidate’s qualifications and experience.
