SUMMARY OF THE POSITION

Cowater International is seeking an experienced Administrative Officer to support our proposal for Global Affairs Canada’s Field Support Services Project (FSSP) in Tanzania. Candidates must have fluency in English and either be currently based in Dar es Salaam or willing to relocate independently.


KEY RESPONSIBILITIES

  • Maintain comprehensive record-keeping and filing systems.
  • Manage and monitor financial systems for accurate and timely project data.
  • Administer accounts payable and receivable, ensuring precise financial records.
  • Process payments to suppliers, contractors, and technical specialists.
  • Track and monitor expenses in alignment with the approved project budget.
  • Prepare financial and procurement reports and budgets.
  • Ensure compliance with financial policies, local laws, and regulations.
  • Provide financial advice on local laws, financial institutions, and expense estimates.
  • Support project team and third parties with administrative and clerical assistance.
  • Contribute to the preparation of key deliverables, including reports and work plans.
  • Act as the first point of contact for hotline calls, logging and resolving issues as per procedures.
  • Assist in coordinating logistical services, such as vehicle rentals, travel, and missions.
  • Support the preparation of progress reports and other documentation.
  • Provide guidance on local government documentation, visa, and work permit processes.
  • Administer contracts as coordinated by the Project Manager.

QUALIFICATIONS

Education

  • Undergraduate degree in Business, Accounting, Management, or related disciplines (required).
  • Graduate degree or financial certifications (e.g., CPA, CGA, CFA) are assets.

Experience

  • 6+ years supporting international development projects in financial and administrative roles.
  • Experience with at least two international projects, each valued over $2M CAD and lasting 3+ years.
  • Strong track record of working with stakeholders, including donors like GAC, USAID, FCDO, and governments.
  • Proven ability to prepare financial reports and maintain accurate records.
  • Expertise in coordinating logistical services and monitoring project funds.
  • Prior experience developing operational documents such as manuals, policies, and procedures.
  • Experience assisting with local government documentation, including visa and permit processes.

Language Proficiency

  • Advanced English proficiency is mandatory.
  • Swahili proficiency is an advantage.

EMPLOYMENT CONDITIONS

  • Candidates must have legal authorization to work and reside in Tanzania.
  • Preference will be given to candidates already based in Dar es Salaam.
