Opportunity Overview
Abt Associates seeks a qualified global health professional to serve as the Learning and Policy Consultant for the Community Health Workers (CHW) Activity under the USAID-funded Local Health System Sustainability Project (LHSS). The LHSS Project is focused on enabling low- and middle-income countries to transition to sustainable, self-financed health systems that support universal health coverage.
In this role, you will lead efforts to document regional learnings and best practices for integrating CHWs into policy, regulatory, and budget frameworks. You will play a pivotal role in advancing CHW career pathways in Tanzania, collaborating with stakeholders, and ensuring alignment with the country’s Integrated and Coordinated CHW Program.
This consultancy involves up to 40 days of effort within the four-month duration.
Core Responsibilities
- Lead the identification of documents and key stakeholders for consultation.
- Facilitate technical discussions to define learning activity priorities, questions, and deliverables.
- Build and maintain strong relationships with stakeholders throughout the activity lifecycle.
- Oversee data collection and analysis to address learning questions on CHW career progression.
- Draft comprehensive learning briefs and reports, including key findings and actionable recommendations.
- Coordinate closely with Abt’s Tanzania Country Lead and global LHSS team to ensure smooth technical, operational, and financial execution.
- Document activity progress for project-level reporting.
- Represent the activity in relevant meetings and workshops related to CHWs in Tanzania.
Qualifications and Experience
- Education: Bachelor’s degree with 8+ years of experience, Master’s degree with 6+ years, or PhD with 3+ years of experience.
- Demonstrated experience with donor-funded projects, especially USAID programs.
- Comprehensive knowledge of community health worker programs in Tanzania is essential.
- Strong research, writing, and presentation skills.
- Experience with desk reviews, qualitative assessments, and advocacy is highly preferred.
- Familiarity with global CHW policy conversations and stakeholders is an asset.
- Proven ability to engage effectively with ministry stakeholders, particularly the Ministry of Health.
- Proficiency in both English and Swahili is required.
