Job Overview
The University of Dar es Salaam (UDSM) is seeking dedicated and highly skilled professionals to join its team as Infrastructure Development Officers (Civil). This recruitment is part of the institution’s strategic development initiatives under the Higher Education for Economic Transformation (HEET) Project, funded by the Government of the United Republic of Tanzania (GoT).
Key Qualifications:
Bachelor’s degree in Civil Engineering.
Master’s degree in Civil Engineering, Engineering Management, Construction Management, or a related field.
Must be a registered Engineer with relevant professional bodies.
Solid understanding of World Bank’s Regulations and procurement procedures.
Proven experience in infrastructure development and project management.
Primary Responsibilities:
Serve as the key point of contact for all construction and infrastructure-related activities at the university.
Oversee daily site operations, ensuring smooth implementation of construction projects.
Monitor and assess the performance of consultants and contractors to ensure alignment with project goals.
Provide expert advice on technical matters, including program adjustments, change orders, and variations.
Evaluate and recommend payment requests from consultants, contractors, and suppliers.
Enforce compliance with legal regulations, safety standards, and procedural guidelines.
Collaborate with the Director of Estates Services to ensure effective project management.
Prepare and submit progress reports to the Deputy Project Coordinator.
Assist in the preparation and submission of necessary project documentation for approvals from stakeholders, including the World Bank.
Ensure all construction activities adhere to statutory regulations, building codes, and industry standards.
Conduct regular site inspections to monitor the quality of work and materials used.
Act as a liaison between the university and local authorities, ensuring the availability of social services for the operationalization of campuses.
Identify and report any safety concerns or construction-related issues requiring urgent attention.
Represent UDSM during stakeholder visits and inspections related to campus development projects.
Keep university management informed about emerging issues and critical interventions required for infrastructure development.
Coordinate and facilitate visits by university management to project sites.
Perform any other duties as assigned by the Deputy Coordinator.

Strong project management and organizational skills.
Excellent understanding of construction project life cycles.
Ability to work under pressure and meet strict deadlines.
Exceptional communication and stakeholder engagement skills.
High level of accuracy and attention to detail in documentation and reporting.
Terms of Employment:
Contract Duration: One (1) year, with potential extension based on performance and project requirements.
