Position: Protection Officer – PSNs

Role Purpose:

The Protection Officer (Palliative Nurse Care) will provide community-based rehabilitation services to Persons with Specific Needs (PSNs), especially those with serious medical conditions or who are homebound. This includes home-based care, palliative support, and basic medical interventions while collaborating with interdisciplinary teams to ensure quality care and promote dignity for vulnerable individuals.


Key Responsibilities:

Clinical and Home-Based Care Services:

  • Conduct comprehensive assessments of PSNs’ physical, emotional, and spiritual needs.
  • Develop and implement individualized care plans to address patient-specific requirements.
  • Provide pain and symptom management to homebound PSNs with serious medical conditions.
  • Administer medications as prescribed and educate patients and families on proper usage and potential side effects.
  • Deliver basic psychological and emotional support to PSNs and their caregivers.

Coordination and Collaboration:

  • Work closely with a multidisciplinary team, including physicians, social workers, and the DRC CBR team.
  • Build relationships with community structures and service partners to strengthen the support network for PSNs.
  • Liaise with external healthcare professionals to ensure PSNs receive quality care in the camp setting.
  • Participate in health and nutrition working group meetings, case conferences, and coordination forums.

Program Management and Reporting:

  • Maintain accurate and organized records of clinical interventions and patient care activities.
  • Prepare timely and high-quality reports, including weekly, monthly, and donor-specific submissions.
  • Monitor and analyze program indicators in collaboration with the Information Management Officer and M&E team.
  • Develop work plans, budgets, and procurement strategies to ensure seamless program implementation.

Capacity Building and Training:

  • Train and support CBR incentive staff involved in palliative care services.
  • Promote knowledge sharing to enhance the quality of care provided to PSNs.

Logistics and Security:

  • Maintain equipment and supplies, ensuring they are in good condition.
  • Report any security concerns immediately to the relevant authorities.

Qualifications and Competencies:

Education:

  • Registered Nurse (RN) with a valid license; a degree in nursing (BSN) is preferred.
  • Certification in Palliative Care Nursing is highly desirable.

Experience:

  • Minimum of 2 years of relevant experience in palliative care, home-based care, or hospice care.
  • Familiarity with refugee camp settings and working with vulnerable populations is an advantage.

Skills and Knowledge:

  • Proficiency in Microsoft Office tools, including Word and Excel.
  • Strong planning, organizational, and problem-solving abilities.
  • Excellent interpersonal and communication skills, with proficiency in English and Swahili.
  • Ability to work under pressure in challenging environments while meeting deadlines.
