Position: Gender Technical Advisor, USAID/Tanzania

Background
In alignment with USAID’s 2023 Gender Equality and Women’s Empowerment Policy, USAID/Tanzania is conducting intersectional gender analyses to inform the development of its new Country Development and Cooperation Strategy (CDCS). These sectoral analyses will guide gender integration in future programming across four key sectors:
- Health (e.g., HIV/AIDS, MCH, FP, malaria, TB, global health security)
- Democracy, Rights, and Governance (DRG)
- Economic Growth (e.g., resilience, food security, natural resources, WASH)
- Education
The analyses will address gender gaps, risks, and opportunities across these domains using USAID’s six-domain framework for gender analysis.
Position Overview
SI seeks a Gender Technical Advisor to lead the regional gender analysis process. The Advisor will design and oversee data collection and analysis while coordinating with USAID stakeholders and local gender experts. The role requires close collaboration with USAID/Tanzania’s Gender Advisor and technical teams.
- Level of Effort: 40 days (February 2025 – May 2025)
- Travel Requirement: Two-week trip to Dar es Salaam for workshops and in-country collaboration
Key Responsibilities
- Planning Phase:
- Conduct initial planning calls with USAID to finalize methodologies, timelines, and data collection strategies.
- Desk Review:
- Analyze existing USAID documentation, gender assessments, government policies, and relevant literature.
- Primary Data Collection:
- Facilitate consultations with key stakeholders (USAID staff, IPs, government officials, and donor groups).
- Validation Workshops:
- Host workshops with USAID technical offices to present findings and gather recommendations.
- Sectoral Brief Development:
- Produce concise, actionable sectoral briefs (6–8 pages each) addressing gender gaps, risks, and recommendations.
Deliverables
- Draft interview guides for data collection
- Preliminary findings and recommendations (PowerPoint presentations)
- Four validation workshops
- Final sectoral briefs (6–8 pages per sector)
- One-page summary report outlining accomplishments
Qualifications
Required:
- Master’s degree in a relevant field with 5+ years of professional experience, or a Ph.D.
- Expertise in gender integration and health-related sectors (e.g., HIV/AIDS, MCH, FP).
- Experience conducting USAID gender analyses.
- Strong communication and organizational skills.
- Proficiency in Microsoft Office and Google Workspace.
- Compliance with federal/public health COVID requirements.
Preferred:
- Familiarity with USAID operations and policies.
- Experience collaborating with government, donors, and international organizations.
- Background in international development and conflict resolution.
