About UNCDF and the Role
The United Nations Capital Development Fund (UNCDF) focuses on leveraging public and private financial resources to uplift the world's 46 least developed countries (LDCs). Through its innovative "last mile" financing approaches, UNCDF works to reduce poverty and foster sustainable development.
The Clean Cooking Solutions Project (Cook Fund), implemented by UNCDF in collaboration with the Government of Tanzania and the European Union, seeks to expand the use of clean cooking technologies in Tanzania, reducing environmental impact and improving health outcomes.
We are seeking a Monitoring and Evaluation (M&E) Analyst to lead the design, implementation, and oversight of the Cook Fund’s M&E systems. The role involves ensuring that all M&E activities align with UNCDF, EU, and Tanzanian government standards, focusing on evidence-based programming to guide performance-based grants for private sector partners.
Key Responsibilities
1. Monitoring and Evaluation Systems Development
- Develop and operationalize a comprehensive M&E Plan, Results Framework, and Data Quality Assurance Plan.
- Establish robust mechanisms for data collection, verification, and reporting to ensure accuracy and alignment with project objectives.
- Create a database and visualization tools for effective decision-making and progress tracking.
- Support research, baseline data analysis, and the dissemination of findings to guide strategic decisions.
2. Data Analysis and Reporting
- Analyze project data to assess progress, identify challenges, and recommend solutions.
- Lead the creation and refinement of monitoring tools, templates, and guidelines.
- Produce quarterly and annual financial and narrative reports in line with M&E requirements.
- Coordinate evaluation studies, including baseline assessments and impact evaluations.
3. Project Management and Coordination
- Develop workplans and budgets, ensuring alignment with project goals and efficient resource allocation.
- Collaborate with government agencies, the EU, and implementing partners on outreach and project activities.
- Facilitate monitoring tools to track impacts of business development services on clean energy initiatives.
4. Knowledge Sharing and Capacity Building
- Organize training workshops and capacity-building sessions for project teams and stakeholders.
- Document and disseminate success stories, lessons learned, and research findings.
- Establish knowledge-sharing platforms to enhance the project's impact and visibility.
5. Communication and Stakeholder Engagement
- Implement the Cook Fund’s Communication and Visibility Plan, ensuring stakeholder alignment.
- Coordinate outreach activities with government, donors, private sector partners, and civil society.
- Develop case studies and briefs highlighting project achievements for stakeholders.
Qualifications and Experience
Education
- Master’s Degree in Demography, Renewable Energy, Agribusiness, Finance, Business Administration, or a related field, with 2 years of relevant experience.
- Bachelor’s Degree in similar fields with 4 years of relevant experience will also be considered.
Experience
- Proven expertise in designing and implementing M&E systems for development projects.
- Familiarity with Results-Based Management (RBM) frameworks.
- Strong analytical skills and experience with statistics, research, and impact evaluation methodologies.
- Experience with clean energy projects or private sector development is an added advantage.
Skills
- Proficiency in data collection, analysis, visualization, and reporting tools.
- Ability to work with diverse stakeholders, including governments, donors, and private entities.
- Excellent communication skills in both English and Swahili.
Certifications
- Additional certifications in M&E, Log Frame Analysis, or related fields are highly desirable.
