Role Context:
Tanzania’s primary healthcare system plays a pivotal role in delivering essential health services to its population. Effective and integrated systems are necessary to meet the health needs of mothers, children, and adolescents. However, fragmented, disease-focused healthcare approaches often lead to inefficient resource use and limited outcomes. UNICEF is seeking a consultant to strengthen Primary Healthcare (PHC) systems for Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) in Mtwara, ensuring sustainable improvements in health equity and service quality.

Objective:
The consultant will provide technical support to regional and local health teams in planning, executing, monitoring, and reporting on PHC services. This position directly contributes to UNICEF’s health program outcomes, which include empowering communities, enhancing healthcare facilities, and ensuring high-quality RMNCAH services.


Key Responsibilities:
The consultant will focus on delivering up to 20 outputs, aligned with UNICEF’s three primary health program goals:

  1. Community Engagement:

    • Enhance community health systems to promote beneficial behaviors and health-seeking practices among vulnerable populations.
  2. Facility Readiness:

    • Strengthen leadership and management at PHC facilities.
    • Support emergency preparedness and operational planning.
    • Build the capacity of healthcare managers and workers to implement integrated outreach services.
  3. Service Quality:

    • Promote integrated supervision at healthcare facilities.
    • Operationalize digital feedback systems for patient care.
    • Enhance critical and emergency care practices.
    • Sustain high immunization coverage.

Deliverables and Timeline:
The assignment is structured in bi-monthly deliverables, with progress evaluated every two months:

Consultant Qualifications:

  • Advanced degree in Public Health, Epidemiology, Health Services Management, or related fields.
  • Minimum of 5 years of professional experience in Tanzania’s primary healthcare system.
  • Proven skills in health program management, monitoring, and evaluation.
  • Familiarity with government health systems, RMNCAH programs, and health system strengthening initiatives.
  • Proficiency in both English and Swahili.
  • Strong communication skills and a collaborative approach to stakeholder engagement.

Contract Details:

  • Duration: March 2025 to February 2026.
  • Location: Primarily based in Mtwara regional headquarters with field travel as required.
  • Orientation: Initial five days at UNICEF’s Dar es Salaam office.
  • Key Workshops: Participation in mid-year health program reviews and planning workshops.
