🌍 About Policy Forum (PF)
Policy Forum (PF) is a dynamic network of 76+ Tanzanian civil society organisations (CSOs) established in 2003. Our mission is to amplify citizens’ voices in policy processes to drive poverty reduction, equity, and democratisation. Our focus is enhancing public financial accountability at both central and local government levels.
To further our impact, we are seeking an experienced and proactive Programme Officer – Policy Analysis to support our policy research, analysis, and advocacy initiatives.
📌 Key Responsibilities
1️⃣ Policy Research & Analysis
✔ Conduct in-depth policy research and draft analytical reports, policy briefs, and commentaries.
✔ Identify strategic policy areas for engagement aligned with PF’s goals.
2️⃣ Working Groups & Advocacy Support
✔ Collaborate with Budget Working Group (BWG) and Tax Justice Working Group (TJWG) in planning meetings, documenting discussions, and coordinating advocacy efforts.
✔ Review past BWG materials to ensure well-informed contributions.
✔ Document lessons learned from budget and policy advocacy initiatives.
3️⃣ Strategic Networking & Collaboration
✔ Establish and maintain strong relationships with government ministries, Members of Parliament, parliamentary committees, and key stakeholders.
✔ Map relevant stakeholders for targeted advocacy engagements.
✔ Actively engage with local and international partners to expand PF’s influence in policy spaces.
4️⃣ Project & Donor Management
✔ Lead the implementation and monitoring of donor-funded projects such as:
- Scaling Up Tax Justice (SCUT): Promoting progressive taxation and coordinating Fair Tax Monitoring Studies.
- Collaborating for Open and Accountable Budgets (COAB): Strengthening budget analysis and advocacy among partners.
- Advancing Equity & Inclusion in Tanzania’s Tax System: Addressing inequalities in the tax framework.
✔ Represent PF at regional networks such as the East African Tax and Governance Network (EATGN).
5️⃣ Administrative & Financial Oversight
✔ Review programme-related invoices, payment vouchers, LPOs, and procurement documents.
✔ Ensure timely reporting and coordination with partners and donors.
🎯 Key Qualifications & Skills
🔹 Strong policy research and analytical skills, particularly in public finance management.
🔹 Excellent written and verbal communication skills.
🔹 Experience in facilitating workshops and stakeholder meetings.
🔹 Ability to develop and maintain strategic relationships across sectors.
🔹 Knowledge of Tanzania’s policy landscape and public finance systems.
🔹 Strong organizational and project management skills.
