This position is an integral part of a project funded by the FCDO and European Union, managed by UNDP. The selected candidate will support the Transnational Organized Crime Task Force (TOCTF) in Zanzibar, tackling critical issues such as:
✅ Narcotics control
✅ Human trafficking
✅ Illicit wildlife trade
✅ Risks to vulnerable children on the islands
The role will involve strategic risk management to ensure that resources and capabilities are utilized effectively within the agreed framework between the Government of Tanzania and UNDP/FCDO.
Key Responsibilities
💼 Enhancing Law Enforcement Capacity
✔ Mentor heads of relevant agencies and lead teams handling complex transnational organized crime investigations.
✔ Drive intelligence-led investigations using innovative approaches, including technical evidential capture and securing international evidence.
✔ Provide expert guidance on criminal justice reforms and investigative strategies.
⚖ Strengthening Justice and Security Frameworks
✔ Assist in legislative drafting, constitutional analysis, and judicial sector reforms.
✔ Develop partnerships between justice sector institutions, UNDP, donors, and funding organizations.
✔ Investigate serious transnational crimes while ensuring ethical and legal compliance.
📊 Operational and Strategic Management
✔ Establish and monitor operational performance frameworks.
✔ Oversee risk registers and report to relevant stakeholders.
✔ Manage TOCTF procurement processes to ensure resources are properly allocated and utilized.
📢 Advocacy, Knowledge Sharing & Capacity Building
✔ Lead knowledge-sharing initiatives to strengthen national capacity for security planning and law enforcement coordination.
✔ Engage in stakeholder collaborations at both national and international levels.
Required Qualifications and Skills
🎓 Education:
✔ Master’s degree in Security Studies, Public Administration, or a relevant field. OR
✔ Bachelor’s degree in the same fields with an additional two years of relevant experience.
📌 Experience:
✔ Minimum 7 years (with Master’s) or 9 years (with Bachelor’s) of experience in intelligence-led investigations, financial crime, or cybercrime.
✔ Proven expertise in transnational organized crime investigations and legal advisory roles.
✔ Strong track record in justice sector reforms, including prosecution and law enforcement strategies.
🌍 Desired Skills:
✔ Experience in intelligence analysis, risk assessment, and law enforcement decision-making.
✔ Proven ability to handle complex legal frameworks and inter-agency collaboration.
✔ Familiarity with digital forensics, financial crime detection, and cybercrime threats.
🗣 Languages:
✔ Fluency in English (required).
✔ Knowledge of Kiswahili is an advantage.
✔ Working knowledge of another UN language is a plus.
