By employing a participatory approach, we support marginalized communities in overcoming poverty and vulnerability. ROLE OVERVIEW
The Senior ICT Officer will oversee high-quality ICT services and administrative support, including system maintenance, troubleshooting, end-user assistance, and management of ICT assets for HIHEA TZ.
KEY RESPONSIBILITIES
1. General IT Support
- Provide technical support for hardware and software issues across the organization.
- Manage and troubleshoot the internal email system.
- Assist in ICT system analysis and design based on organizational needs.
- Customize, test, and implement IT solutions.
- Develop and enhance ICT-related applications, including Android applications.
- Conduct staff training on ICT applications and usage.
- Evaluate and recommend suitable ICT equipment.
- Install, maintain, and upgrade ICT hardware, software, and peripherals.
- Monitor system performance, security, storage, print management, and network connectivity.
- Maintain an updated inventory of all ICT assets.
- Research emerging ICT trends, tools, and systems and advise management accordingly.
- Manage and update the HIHEA TZ website.
2. Systems Administration and Maintenance
- Oversee daily ICT network and system operations.
- Diagnose and resolve ICT hardware, software, and network issues.
- Supervise installation, configuration, and maintenance of ICT equipment.
- Ensure the regular servicing of all ICT assets, including computers, printers, and networking devices.
- Develop and implement ICT tools for structured management and administrative processes.
- Maintain a log of technical issues, updates, and solutions.
- Serve as the liaison with ICT service providers.
3. Compliance & Security
- Support the development and review of ICT policies, procedures, and security measures.
- Create and update IT user manuals and training materials.
- Ensure data protection compliance and conduct regular data backups.
- Monitor internet usage and enforce security policies.
4. Other Duties
- Carry out any other ICT-related tasks assigned by management.
QUALIFICATIONS, SKILLS & EXPERIENCE
Educational Background
- Bachelor’s degree in ICT, Computer Science, or a related field.
Professional Certifications (Preferred but not mandatory)
- Certification in PHP, .NET framework, Java, SQL, or SharePoint.
- Microsoft Dynamics NAV Certification or equivalent.
Technical Skills & Competencies
- Proficiency in hardware, software, networking, and application management.
- Experience in developing and customizing applications using PHP, .NET, and Microsoft Dynamics NAV.
- Strong knowledge of Microsoft Navision, Office 365, SharePoint, and MS SQL.
- Familiarity with financial systems, HR management processes, procurement, and inventory management in ERP systems.
- Strong analytical and troubleshooting abilities.
- Firewall management and cybersecurity expertise.
- Excellent communication skills in English and Swahili, with the ability to train staff.

Work Experience
- Minimum of three (3) years of experience in a similar ICT role in a busy organization.
